Kelly A. Leahy is a partner in the firm's Columbus office. Working closely with health care executives, physicians, in-house legal counsel and compliance officers, her practice focuses on advising health systems, hospitals, medical practices, nursing homes, hospices, home health agencies, ambulatory surgery centers and other providers on a full range of regulatory, transactional, contract, compliance and business matters. She advises on health care reform, fraud and abuse laws, the Stark Law, HIPAA, Medicare and Medicaid regulations, corporate compliance programs, managed care contracting including commercial shared savings agreements, corporate governance, state licensure and other federal and state regulatory matters. Having served for nearly a decade as in-house counsel to a multi-hospital healthcare system with numerous subsidiaries and affiliated businesses, she combines legal skills with a wealth of operational knowledge and health care acumen.
Kelly has strong expertise in alignment and affiliation strategies including clinically integrated networks, accountable care organizations, care coordination, population health management and co-management arrangements, medical practice acquisitions, and physician employment and personal services agreements. She has extensive experience in advising and assisting clients with regulatory compliance including implementing a Corporate Integrity Agreement, making repayment to federal healthcare programs, preparing for OIG audits, implementing systems to mitigate risk, preparing responses to federal and state agency inquiries, advising on Medicare exclusion, establishing audit priorities and preparing compliance plans, policies and procedures.
Her experience includes serving as general counsel to a 75-physician multi-specialty group and an independent practice association of more than 300 primary care physicians.
