Having served for nearly a decade as in-house counsel for a large, multi-hospital health system with numerous affiliated health care businesses, Kelly is uniquely able to see things from a clients’ perspective and can anticipate their needs and opportunities. This, paired with her broad knowledge of health care law, enables her to effectively and efficiently advise her clients on a full array of transactional, contract, compliance, business, and regulatory matters. Her deep understanding of the health care industry and general corporate law also enable her to serve vendors, consultants, and other partners of health care providers.

On the regulatory side of her practice, Kelly has extensive experience in advising clients on state and federal law topics including Medicare and Medicaid regulations, Emergency Medical Treatment and Labor Act (EMTALA), Clinical Laboratory Improvement Amendments (CLIA), Medicare exclusion, HIPAA, telehealth, electronic health record (EHR) implementation and meaningful use attestation, implementation of Corporate Integrity Agreements (CIAs), preparation of responses to subpoenas, Civil Investigative Demands (CIDs) and other state and federal agency inquiries, preparation for OIG audits, making repayment to federal healthcare programs, drafting plans of correction, development and implementation of systems to mitigate risk, preparation of compliance plans, policies and procedures, establishing audit priorities, and representation of individuals on professional licensure matters.

Kelly also has broad operational contracting experience ranging from physician agreements to supply chain agreements, license agreements, care coordination and population health management agreements, third party payor and network formation agreements, including network participation agreements, pay for performance, bundled payment and commercial shared savings agreements.

When Kelly is not busy helping her clients, she enjoys sports, travel, reading and spending time with her daughters.
